Śmigiel Cultural Center was established by resolution no. V/33/90, passed by the Council of the Town and Municipality of Śmigiel, dated September 27, 1990. The Center was founded as a result of merging the Municipal Center for Culture in Śmigiel with the Public Library of the Town and Municipality of Śmigiel. In October 1990, the then Board of the Town and Municipality of Śmigiel, presided by Jerzy Cieśla, organized a closed competition to appoint the manager of the Center. As a result of the competition, Helena Wróblewska, the then manager of the Public Library of the Town and Municipality of Śmigiel, was appointed the first manager of the Center.
She performed her duties at this post until her retirement in April 1995. From January 1995 till the end of December 2000, the post was granted to Hubert Zbierski, a recognized and esteemed regionalist, appointed through an open competition.

At present, since January 5 2001, the post has been given to Eugeniusz Kurasiński, appointed by way of competition and also appointed by the board of the Town and Municipality of Śmigiel, presided by the then mayor, Jerzy Cieśla.
Until July 1 2001, when the Center for Physical Culture and Leisure (CPCL) in Śmigiel was appointed, the manager of the Cultural Center would conclude contracts for commisioned works, not only with entities employed in the culture sector, but also with instructors and tutors working at sports clubs and sections in the Municipality of Śmigiel, who would be rewarded from Sports Council’s funds. Since the budgetary entity of CPCL was appointed, the situation changed dramatically, and the issues of sports and culture were clearly separated from each other.

The basic source of funding of the Cultural Center has been the budgetary subsidy granted by the Town Council of Śmigiel.
Since May 1991, the Center hs been issuing a local periodical entitled „Witryna Śmigielska”. Until December 2000, the periodical had been a biweekly, since January 2001, it has been issued as a monthly.
Not only was the chief editor replaced, but also the preparation, printing, contents, and graphic design were altered.

From February 1996, to December 2003, the „Centrum” cinema operated within the Cultural Center (its regular activity was reduced due to the incurred losses and it was later run occasionally, chiefly for pupils and students of municipal (and other) schools. As of January 1, 2007, the cinema’s activity was suspended.

Owing to the subsidy granted since March 27, 2003, by the Ministry of Labour and Social Policy, the Center has been supported by the Municipal Information Center which aims at assisting the unemployed in finding new jobs, starting business activity, education, and at helping the inhabitants of the municipality find various information on the Internet. The Municipal Information Center also provides additional services such as, among others, photocopying, faxing, laminating, bookbinding, and scanning.

The Municipal Information Center additionally organizes various courses, workshops and trainings directed at the general public. The so-called old building of the Cultural Center, raised at the beginning of the 20th century by Śmigiel Rifle Club, was upgraded by adding a new auditorium with backstage, a movie theater, and classrooms. The new facility opened for use in December 1992.

Within the scope of organizing various cultural events for the public, the cultural offer and the number of events have been extended in the recent years, to mention such ventures as the all-Polish Children and Youth Song Festival „MUZOL”, „In the land of fairiy tales and fables”, or the Regional Christian Song Festival „CARMEN DEO”.

At present, the Cultural Center is host to new organizations, units, and associations, such as the Center for Physical Culture and Leisure, The Association for Assistance to Disabled Youth and children „Światło Nadziei” (Light of Hope), the Municipal Club of the Polish Diabetes Association. The technical base has been continuously improved, while efforts have been made to preserve the roots of the Polish culture and to gain additional funding sources necessary for statutory activity of the Center.
